Son of the Russian historian of the same name; a London solicitor, he was a founder of University College, London, active in the Royal Society for Literature, and MP for Truro (1832-37). He contributed to the New Monthly Magazine and Gentleman's Magazine. Charles Knight described him as “kind-hearted man of moderate abilities—somewhat fussy.”
