Son of the thirteenth earl (d. 1851); educated at Eton and Christ Church, Oxford, he was MP for Preston (1826-30), Windsor (1831-32), North Lancashire (1832-44), colonial secretary (1841-45) and prime minister (1852, 1858-59).
