Educated at Eton, Christ Church, Oxford, and Edinburgh, he was a member of the Speculative Society, Edinburgh (1807) and a Whig MP for Lincoln (1812-18, 1820-26), Great Grimsby (1818-20), Tavistock (1820), and Peterborough (1830-41).
