The son of John Pennant, Liverpool merchant; educated at Trinity College, Cambridge, he was MP for Petersfield (1761-67) and Liverpool (1767-80, 1784-90), created Baron Penrhyn in 1783. He owned extensive properties in Jamaica and Wales.
