The son of Bishop Edward Venables-Vernon-Harcourt and Lady Anne Leveson-Gower; he was educated at Westminster School and was MP for Lichfield (1806-31) and Oxfordshire (1831-61). Sydney Smith described him as “a very clever young man.”
