Of St. Leonard's Lodge, the son of Topham Beauclerk and Lady Diana Spencer; educated at Eton and Christ Church, Oxford, he was a classmate and friend of Lord Holland. He was a member of Brooks’s Club and a Whig MP for Richmond (1796-98).
